Position Summary: The Assistant Chief of Training and Operations reports directly to the Deputy Fire Chief and provides leadership across training, safety, asset management, and daily suppression operations. This position also serves in key command roles during major incidents, acting as Incident Commander or Safety Officer when required.
This is a senior management role with broad responsibility for personnel leadership, program development, operational oversight, and strategic planning. The successful candidate will help guide the department’s future through succession planning, training innovation, and operational excellence.
Responsibilities:
Training and Professional Development
Oversee the daily operations of the training division and all associated programs.
Lead the development, implementation, delivery, and evaluation of training for all personnel.
Mentor and coach staff and recruits, including coordinating evaluations and final assessments.
Support departmental succession planning and long?term training strategies.
Serve as Lead Instructor for the recruit training program and provide instructional leadership for other initiatives.
Maintain accurate records of training activities, certifications, and compliance requirements.
Monitor and promote best practices in fire science, regulatory standards, and instructional methodologies.
Develop business plans to support training initiatives, including opportunities for revenue generation.
Operations Management
Provide leadership and oversight to suppression personnel, including performance management, discipline, and scheduling.
Administer the Paid?On?Call program and related operational functions.
Participate in labour?management processes and ensure compliance with departmental rules and regulations.
Assist with recruitment, organizational problem?solving, and service delivery improvements.
Respond to and command emergency incidents as required.
Participate in investigations of fire fatalities and significant incidents.
Coordinate post?incident analysis and review operational reporting for accuracy and completeness.
Participate in rotational on?call coverage and act on behalf of senior officers when required.
Administrative Leadership
Assist with the development of departmental policies, operational guidelines, and strategic plans.
Support the planning and implementation of new programs and services.
Assist with budget development, forecasting, and management, including divisional capital and operational expenditures.
Review and reconcile time entries for suppression personnel.
Asset Management
Oversee lifecycle management of fire department equipment and assets in accordance with asset management policies.
Support the coordination and execution of the annual asset management plan.
Maintain records of repairs, service frequency, emergency repairs, and associated costs.
Ensure mechanical issues with vehicles and equipment are addressed promptly.
Utilize the asset inventory management system for procurement, stock control, and reporting.
Support preventive maintenance programs and documentation.

Required Qualifications:
7–10 years of progressively responsible experience in firefighting, training, or emergency services, including supervisory responsibilities.
Extensive knowledge of fire prevention, inspection, investigation, codes, bylaws, and related regulations.
Strong understanding of building construction, electrical codes, industrial processes, and municipal fire hazards.
Certifications (Required or Considered Assets)
NFPA 1021 Fire Officer II (IFSAC or Pro Board).
NFPA 1021 Fire Officer III (asset).
NFPA 1521 Incident Safety Officer.
NFPA 1041 Level II Instructor.
NFPA 1031 Fire Inspector.
NFPA 1035 Fire Investigator.
First Responder Instructor certification.
Executive Chief Fire Officer (ECFO) designation (asset).
NB Class 3E licence or ability to obtain prior to start date.
